RequireJS + Electron v7+ mess up default .baseUrl

FIX:
- cfg/requirejs.js: added .baseUrl inferencing.

- is this a bug or a feature and report as bug if needed

Chrome messing up fullscreen colors unless a <video> tag is present.

FIX:
- data/blank.mp4: added
- index.html/electron.html: added <video> tag with data/blank.mp4 as source
